It is a modification of the original DARE program which was designed to teach children how to deal with a peer's use of drugs. The DEAR program was designed by Lori Evans and was first implemented in 1988 in South Carpina. The goal of the program is to "promote emotional literacy, learning and social skills." (Herman, 2007)
