This is enabled by a mechanism called number pooling. For example, two different prefixes within a metropolitan area may be served by one central office..
The Pooling Administrator for an overlay acts as a central point of contact for customers and telephone service providers. If a customer requests a new telephone number from a provider, and if an unused prefix or prefixes is available in the same overlay, then the Pooling Administrator allocates that prefix to the customer upon receipt of payment from the customer to the provider; otherwise, if no unused prefix is available in the overlay in which the customer’s existing numbers are located, then the Pooling Administrator allocates that prefix to the customer from another overlay.
